No, darcs is a *software*, a command-line revision control system, which ... well ... controls several revisions of the code. You should probably take a look at this: http://wiki.splitbrain.org/wiki:darcs first.
And there is a plugin available that *uses* darcs, but which is not needed to run darcs. In both cases you have to "install" it first.


What do you intend to do? Are you interested in contributing to DokuWiki? I don't think so ... (No offence, but you don't sound like a developer to me.) Or do you only need a latest development "release" once in a while?
If your answer to the last question is "yes", you most probably only need to download the latest daily snapshot -> http://dev.splitbrain.org/browse/snapshots/. And you can even browse the source --> http://dev.splitbrain.org/browse/darcs/dokuwiki/.
