[dokuwiki] about plugin and path

Hello,
At first, I would like to tell thank you for your work ; I'm using Dokuwiki for a while, and it is a really nice software. 
And then I bring my question ;-)
The plugin Draw (http://wiki.splitbrain.org/plugin:draw) is using a html file : close.html. This file has to be put in the folder lib/exe. Why not in lib/plugins ? Is it because web browser could not access lib/plugins ?
Thanks for your light, it will help me to enter in the dark zone of Dokuwiki ;-)
