We realised this by using a additional field in the user registration process where the user can specify his group wishes. After he is registered, we (administrators) get a mail and can verify that the user is valid and put him in a group. When you restrict the rights for the standard group "public" it's impossible to moderate your users. This isn't the most comfortable way, but it's working for us...

With the "Gremien" field the user can request his group rights and with the "Kommentar" (comments) field the user can provide additional information.
