I would vote for the first option as the table syntax is incomplete
and thus it's imho no table. The problem is that in some cases (e.g.
for emphasis we have a bug report since years) it is very difficult to
recognize if a syntax is complete or not.

The first would be a modification of the syntax definition which might
break existing pages, the second thing might be annoying if you are
actually using -text for example. (I'm not sure if there is any
reason, maybe if you are creating a very simple list of expenses?)
Maybe also displaying an unobtrusive notice when such a syntax is
entered in the editor might be a solution. The notice could offer a
link/button to permanently ban the notice (i.e. store the hiding in a
cookie) and to automatically transform the syntax into a correct list.
