I believe you can use a blog for this. Someone post a topic on the blog, and
the others comment.

But a wiki like dokiwiki can also do it. Someone creates a page, the others
comment to it. Check the discussion plugin to be able to let the users place
comments on the page.

And you cold also use dokuwiki as a blogging tool, check the blog plugin for
that. There is availible a set of plugins (I think that the link for it is
at the blog plugin page) for using dokiwiki as a blogging tool, that
allready installs the plugins blog, discussion, linkback and others.

Also, i think (you better check it if interested) that you can use the name
of the blog pages on dokuwiki to define namespaces. For exemple, if you name
a blog post math:function, it would creat a math namespace on the namespace
used for the blog (blog by default), and creat the page funcion inside it!
