I think %3B is semicolon (;) %3A would be colon (:). I seems that you can use both in the link.

and
http://wiki.splitbrain.org/wiki:dokuwiki

Will show you the same page.

If you look at the page source you will find that the link is urlencoded there. You get the same result with firefox and ie. At least in Windows.
