Some brief research led me to this FAQ entry:

So DW should include syntax for setting text direction. I suppose using
<bdo></bdo>, or maybe <ltr> and <rtl> to be more compact. There's also
this sentence: "It also recommends that the Unicode bidi formatting
codes should be ... replaced by appropriate markup when received in an
editing context." That sounds like wiki text should be scanned and bidi
characters replaced with markup, except when it needs to be an attribute
(headers, etc.).
I'd consider this part of the core, rather than just a plugin.
