Using tags to classify pages (e.g. "plugin", "template", "development") instead of just their state (which I think is also a good use of tags) means we can get the best of both worlds by having a relatively flat structure, but also allowing pages to be easily categorised (the main purpose, in my view, of a deeply nested structure) and more importantly to spot connections between pages that might not immediately be obvious. It might require a change to the tags plugin to only allow pre-defined tags, if we decide to do it that way. But I think we might get more benefit by allowing free tagging; but with some tags reserved for specific uses.
