I donøt get eny errors and there seems to be nothing wrong when I debug it.

To see the admin tools you need to login as an admin user. To do this you need to enable the 'useacl' (access control lists) setting. You also need to create an admin user manually. Once you can login as that admin user you can use the web based admin tools.

Have a look at these files:
conf/dokuwiki.php
conf/acl.auth.php.dist
conf/users.auth.php.dist

Changes to preferences should be made in 'conf/local.php'. Files without the '.dist' extension should be created based on the '.dist' examples.

This is not a bug, however it could be documented more clearly.
