[dokuwiki] No admin tools

Hi
 
I've just made a fresh install of Dokuwiki on my Dreamhost account. And even
though I hvad chmod 777 all the "/lib/plugins" and "data" files I still get
no admin tools. I've read basicly everything in the manual and everything I
could get my hands on in the archives... No luck.
 
I've installed a local version of Dokuwiki on a apache/XAMPP solution on my
windows laptop. Same problem.
 
Is there anyone who has a idea to what I'm doing wrong?
 
I donøt get eny errors and there seems to be nothing wrong when I debug it.
