[dokuwiki] Re: Namespaces, page names and media file names in pure UTF-8

1. PHP5 cannot create file names in Unicode
I heard it will be fixed in PHP6.

2. non-printable characters in web converts to it's hexadecimal code in
URLs, and it's a useful standard!

Now Firefox 3+ mostly fixed URLs for you and view correct addresses.
