[dokuwiki] Namespaces, page names and media file names in pure UTF-8

Hi everybody!

I would like dokuwiki to create namespaces and page names in pure UTF-8

Like is mentioned here (http://www.dokuwiki.org/tips:romanize) I want
the page to be created as "кыргызстан.txt" and not
"%D0%BA%D1%8B%D1%80%D0%B3%D1%8B%D0.txt".

More over the file name looks ugly for media file (see attachment).

How is it possible to make this with dokuwiki?
