From what you are saying the plugin is not being processed, so maybe
you don't have it installed properly.

First, get the latest copy from
http://wiki.splitbrain.org/plugin:folding_sections. Then, make sure
that you save my syntax file as inc/plugins/foldsec/syntax.php.

Let me know how that works for you.
