Well, that's because you've uploaded a tar file, not an executable.
You'll at the very least need to decompress it and most likely set the
permissions, then put it into somewhere that your scripts can run it
from, then make sure that things are pointing at the right place. Then
there's shared libraries and whatnot to deal with.
