[dokuwiki] File locking

Hi

I just added a locking mechanism to io_saveFile. I'm not sure if it works as 
expected please have a look at it. Another thing is the safemode problem - in 
some safemode environment we don't own directories we create so they have to be 
created via FTP this of course doesn't work for locking. So with enabled 
safemode locking is disabled currently.

BTW: Does anyone on the list use the safemodehack? I'd like to get some 
feedback on it.
