[dokuwiki] Error at ACL?

Dear all,
This is my acl.auth.php file:
* @ALL 0
* @super_users 8
start @ALL 1
* @normal_users 1
area1:start user1 8
User1 belongs to group normal_users.
My idea is as follow:
Everybody can read only main page.
All users from super_users group are given full rights.
All users from normal_users group may read everything..
User1 who belongs to normal_users is given full rights only at page
area1:start.
Problem: User1 can edit page area1:start but they couldn't upload files?
This is an error at DokuWiki or it is my mistake?
