[dokuwiki] Enforcing Mailinglist Rules

Hello everybody,
Michael Klier mentioned it multiple times this week. We have rules [1]
for using the mailing list. One of them is that top posting is not
wanted here.
Since there are people here who are so ignorant and impolite that they
ignore fair warnings, I have no choice and will temporarily ban users
who break the rules in future.
