[dokuwiki] Dokuwiki patch - RSS update time

This patch improves the extent to which the RSS feed can be tuned to
support the needs of each dokuwiki instance.
From the patch description:
- Gives the wiki administrator control over how often the RSS feed is
regenerated.
- The RSS feed now handles conditional requests and returns HTTP '304
Not Modified' responses when possible.
