It could be a DNS lookup problem. Try using the IP address:
http://64.34.131.157/development/doku.php

no, it didn't help either. traceroute gets a timeout at node 15,
last node was:  216.187.114.110

now i'm using a proxyserver and i can access your site :-)
finally i can have look at your work.
