There is no need for such encoding in dokuwiki. It uses UTF-8 as
encoding so you can enter every character as is (eg. use your national
keyboard layout). If you want to enter some character where you don't
have an easy method for entering it on your keyboard just copy and paste
it from somewhere.

I'm thinking about redoing the the toolbar. Maybe I will add an special
char picker as well.
