[dokuwiki] Disable DokuWiki actions

I am using the dev branch.

I use a modified version of the ACH template and started playing with
Disable DokuWiki actions.  During my testing I noticed some strange
behaviors so I switched to an unmodified ACH version and the same
results.

So I switched to the default template and noticed still different behaviour.

I installed the mono template and yet more new and strange things have appeared.

The "strange" issue I am having it that some buttons (like Old
Revisions) appear to show depending upon which template I am using.
Also, and maybe Im just not testing this correctly, but if I disbale
Subscriptions shouldnt people become banned from actually recieving
RSS feeds?

Am I just seeing things or should I be patient and wait for all this
to settle down more?
