Should I consider developing these against the stable version [~6 months
old] or the most recent dev snapshot?
Considering the devel version is always a good idea ;-) The devel is pretty
stable most time of the year, but you may want to monitor the mailinglist
for time we do bigger changes. Also things might change mutliple times.
Does it actually matter? Do plugins keep "forward" compatibility?
Plugins are usually forward compatible. Especially Syntax plugins. Hooks for
Action plugins might change with a new version, but usually only new ones
are added which should not affect old plugins. OTOH there might be a few
thing you will not be able to do in the stable release because some parts in
DokuWiki are only available in the current devel.
Also, is there any indication of about when a new version will be closed?
When it's ready ;-) I'd like to start a new freeze process in the near
future, though (near could be anything from 1 to 5 Months).
