[dokuwiki] CSS

Being  new to Dokuwiki  I am likely getting something wrong but here goes.

If people wish to easily modify the CSS, why not have an empty CSS file 
included in the code and let the user write in what CSS code he wishes to have? 
The file would have to be the last of the CSS files so it would override the 
default settings.
