Do you mean this setting? http://www.dokuwiki.org/config:target
With this option you can specify how DokuWiki handles the different type of
links (wiki, interwiki, extern, media, windows).
E.g. with "wiki" => "_blank" will open all internal page links in a new
browser window.
(Not sure if this is what you would like to know.)
