Here it is. 
It can be applied to versions 0.9.11 and 0.9.12
I applied the patch on a Linux server and found I had to convert both the patch file and the original admin.php to unix format (i.e. replace CR/LF with LF). There is a utility called dos2unix which does the conversion. Or, otherwise you can write your own script--you can use the cleanText($text) function in Dokuwiki's common.php, which will do the trick.
