[dokuwiki-teams] [Infrastructure] PHP error logging

Hi!
PHP error logging is now set by service. They log to
/var/log/apache2/<service>.php.log
I did it by copying the php.ini to the service's home directory and changing
PHPRC in the fastcgi-wrappers.
Erm... that had some short effect on all public services in the last five
minutes. Sorry about that. Forgot to set chmod +x and chown the fastcgi-files
to the right owner...
However, everything's fine now.
