Omar, no, it's called the master because it adjusts everything, including your reverb bus. It's like the single volume control on your stereo. Just try adjusting it and listen to the results. Does your reverb get louder or quieter in relation to everything else in your mix? Probably not.
If you want to control the reverb, do that with the volume of the reverb bus. If you want to control the amount of reverb on specific tracks or busses, adjust their individual send level controls.
But, a more interesting question is, why do you have to turn the master down 10dB in the first place? That suggests you have the various track and bus volumes turned up too high before they get to the master.
While in theory, it is not possible to distort things before they get to the master, thanks to floating point math operations, it may still happen, especially in some effect plug-ins.
