A Ground lifter actually lifts the ground on your device, there by making
it more prone to spark damage. I would invest in a powerbar which has the
special filters against noise hum. Its going to cost you for the powerbar
but in the long run its worth it. Firmen makes a rack mountable version,
and its really good.

A lot of audio interfaces have this hum when they run off of USB power.
As
you say, this does not happen when the laptop is running off of the
battery.
If your interface has its own power cable, then you should use that
instead
of running off of the laptop's power. In many cases, this will get rid
of
the hum.
