is the surface listed under Controllers Surfaces, on the Options Menu?

I have a problem:
when you are in sonar, you must first push control and f12 for doing
enable contral jaws surface.

I do it but he said:
unable to do this process.
i don't understand what the problem is.

is there a reason that it don't proceed?
