no, control 64 with a value of 0 is sustain off control 64 with a value of
127 is sustain on.
you have to enter a controller event for every change you want.

Is there a way to change the duration on a midi controler event like a
sustain? I tried doing it in the event view but it says that the duration
column is not used by controlers.
