The right hand Alt key is actually the equivalent of holding down Alt plus Control. (Though it doesn't work for the "three fingered salute" (Alt + Ctrl + Del)). We use that key, which is labelled "Alt Gr", to generate a THIRD character, such as the Euro sign where we press Alt Gr + 4.
