Anything with real-time effects would overwhelm the little CPUs in a netbook. I think you have luck with Audacity because its just doing raw audio without any effects. I would agree that Sonar is too much for a netbook. I have an Asus netbook and use Audacity to do many of the things you described. Although it doesn't record midi, it processes audio.
