Kevin, thanks for the info.  I think that procedure might be a little over my 
head at this point.  I guess I'll just keep looking for a loop that is in 3/4 
but I don't think there are many.  I haven't found one yet.

The meter is only a gird.  It doesn't "do" anything to the wave file.
You'd have to edit the actual .wav file to chop off the fourth beat, or
whatever you don't want in it and resave it.  This would take some
serious scrubbing.

I've a measure of drums from the smart loops file of wave samples.  It
plays in 4/4 time.  I want to make it 3/4 time  I make the changes in
the meter dialogue box but no change occurs.  It looks like Gordon is
saying I need to play along with the metronom to get the 3/4 time.  I
want to know if I could get this drum sample to change. Do I set the
time before I copy the file?

What was your original meter?  What is your new meter?  Do you have
different notes assigned to the first beat and other beats in your
metronome dialog? K.

Hi,  I'm trying to apply a meter change on a drum track in a project but
after I  set the values in the meter dialogue box and check OK I play
the track and the meter stays the same.  
Does anyone know what I'm missing here.

I had the same problem when I tried to use the effects. Go to effects,
use 
the application key, arrow to audio sub minue, choose the cakewalk or 
whatever you want, then go to presets and in the combo box use Ault down

error and all of your presets should be there.
