Belken cards have always used the texas instruments firewire chipset and
have been good for me on desktop and laptop.

I believe this is still the case, the T.I  requirement is more to do with
the chipset of the actual firewire bus/chipset. It's not driver or software
related...
What I'd like to know is which cards which use the texas instruments
firewire chipset are the best, belken or buslink etc.

That's great, Phil.  In general, is firewire support any simpler under
Windows7?  That is, do you have to take the same precautions when shopping
for your Windows7 DAW to make sure that there will not be firewire
incompatibilities as we did for XP?  It was not enough just to get an XP
machine with a firewire port.  That machine needed to have the Texas
Instruments flavor of firewire or certain firewire devices simply would not
work.
