Where is what arpeggio? Wouldn't you just write the notes of the arpeggio out, example c4 e4 g4 b4

As for three notes in the space of two, that's called a triplet. If you open the Sibelius Speaking Tutorial, do a Find for this text: "8. Here's how to create an eighth note triplet." In MS Word on my computer here the relevant section shows up on page 47.
