That's the .SFZ format which, can be run in Sonar using the SFZ player.

Hi all. I know a while back somebody posted a message about creating
soundfonts, how the files are all text and you can make your own fonts and
banks by editting the text. Can somebody post those links again? I
thought I saved the message but apparently not. The only info I can find
is creating with various soundfont editors, and I assume those aren't
really accessible to us. But I thought I'd try my hand at creating a
soundfont or bank or two since I have some unusual instruments, and
they're not out there that I know of.
