[dbdoclet] herold converter on windows

Hello,
I am trying to test the herold converter to transform HTML to DocBook
4.2 XML.
I am running on a Windows system. Can someone tell me how I would invoke
this? I understand on *nix it is installed in the directory /usr/bin,
but I don't see it anywhere on Windows.
Also, is it definitely only for DocBook 4.2, or is there a way to tweak
it for DocBook 5.x?
