Use Copy and Paste. Be sure that in Preferences>View you have "Snap to
objects" set, the line then pastes itself on the bottom line of the
Header frame if the Pointer is near enough.

Could it be that the Rectangle or Ellipse Shape tool is *also*
selected instead of one of the Line Shape tools? You need to select
the Line tool *and* the correct Line Shape tool.
