No, it just means that they leave it to the RIP to do the conversion
before it gets printed.

It is becoming ever more popular, especially for the likes of
magazine and newspapers that receive copy submitted from many
sources. Insisting on CMYK images forces people to convert the images
with different or incorrect settings, making for unpredictable results.
So some now believe it is better to stay in RGB space and let the
prepress equipment do the final conversions to CMYK as these conversions
will be done in a controlled and calibrated way.
