One solution (albeit slightly awkward) is to duplicate the main text frame then
sandwich the watermark between the two frames with the following settings:
   Top frame:        Text foreground black, background transparent throughout
   Middle frame:    The watermark
   Bottom frame:   Text foreground transparent, background coloured (where
needed)
with the bottom frame aligned beneath the top frame.  This works OK but I
wonder if anyone has a suggestion for something more straightforward?

I can't see any other way to do it.

It seems you want colours that know what they're being painted on top of, that is a more sophisticated rendering model than OP and traditional systems support.
