By "they" you mean the Iyonix and ChangeFSI? That does not make sense. 
Of course, the Iyonix handles PNGs fine (e.g., using Spr2Png).

As far as ChangeFSI is concerned, there is an infinite number things 
it does NOT do. Did you really expect anyone to tell you all of them? 
You would still be there listening. And for each of the other 
applications that come with RISC OS there is an equally large number 
of things it does NOT do. I am certain you do not want to know all of 
them nor could anyone tell you all of them in a lifetime. So, unless 
you specifically asked for PNG handling when buying your machine I 
cannot see how you could blame CJE for anything.

The fact that you cannot load PNG files into OvationPro is not a 
limitation of your version of RISC OS but a limitation of the software 
setup you have on your machine. If you really want that feature you 
may want to ask whether someone wants to provide a solution. As I 
pointed out it would be relatively easy to provide such a solution 
working on any version of RISC OS.

Your Iyonix can do a lot of things that a machine with RISC OS Select 
cannot do - and vice versa. On neither system an out of the box copy 
of OvationPro will load PNG files nor has OvationPro ever been 
advertised as being capable of loading PNG files. RISC OS Select 
happens to have a software setup that allows this feature to be added 
to OvationPro relatively easily, but it could just as well be done for 
the Iyonix, just in a slightly different way.
