Mnnn! good thought, but confusion reigns, you can get there in the end if
you can follow below... ;-)

Cursor key plus (Select) Mouse will move frame nodes, but will not move
the whole frame for fine positioning.
Alt + Cursor key will move the whole frame.
If MouseKeys are active, then mouse + Numeric keys cursors will move the
whole frame... and will also move the nodes, giving an additional
advantage over plain cursor keys of diagonal movement. (1,3,7,9) on a
standard numeric keypad and often 7,9,J,L on a Laptop keypad if it doesn't
have a separate numeric keypad.

Cursor key + Mouse will not move nodes in a selected drawn line, but
cursor keys alone will move a selected line.
If MS MouseKeys are active, then Mouse + Numeric keys cursors will move
line nodes, and move whole line (including diagonally).

PS: MouseKeys is part of the Disability/Ease of access engine in Windows,
by default it's usually off, but can easily be turned on.
