There are several levels.
(1) OPW built in feature - ALT plus cursor keys move objects, sometimes
ALT is not necessary.
(2) OPW built in feature, when a drag is taking place it is possible to
use the cursor keys to move the pointer in small steps. Now there do
appear to be some short comings in this feature. A long click drag
(which moves a whole frame) can use the cursor keys, but a control right
click drag (which is an alternative way of moving frames) can't - until
you release control.
(3) Mousekeys Windows functionality for emulating the mouse using keys,
*should* just replace the normal mouse in the above.

Cursor key plus (Select) Mouse will move frame nodes, but will not move
the whole frame for fine positioning.
As you may gather from (2) I don't agree with this.
Cursor key + Mouse will not move nodes in a selected drawn line
Nope, that works for me. Be careful to start a drag before using the
cursor keys.
PS: MouseKeys is part of the Disability/Ease of access engine in Windows,
by default it's usually off, but can easily be turned on.
Which reminds me that sometimes I have pressed shift five times (oh no,
not that) whilst thinking. Takes ages to get things back to normal.
