But after a bit more experimentation:

The two windows in Thesaurus seem different...

I now have HID wheel-scrolling set to 'scroll request (vertical 
method)' for Thesaurus.

Using the scroll wheel in the LH window of Thesaurus: it now scrolls.

Using the scroll wheel in the RH window of Thesaurus and it doesn't 
scroll, but neither does it crash the scroll wheel.

So it half-works with HID for Thesaurus set to 'scroll request 
(vertical method)' .
