However I think in this case the OP had a different problem. 
Apparently the solution was to set "lock to grid" to off. This would 
mean that the text inside these small frames was being pulled to the 
nearest grid position, which in some cases meant it was no longer 
visible. A style with grid-lock off, applied to these captions, would 
allow them to work without altering the rest of the document's 
appearance.
