From your computer.
The RTF file contains references to it, the resulting OP DDL file does
too. It is an oddity that there is no warning about missing fonts in DDL
files, they just get set to the default font.
If you create a font mapping (OP font manager) for
Times New Roman CE to Times New Roman
the effect will go away. However due to the bug in the RTF loader you
have the characters may not be right, but at least the bursts of Arial
will go away.

Some weeks back you pointed out that you got two lots of Times fonts.
That was caused by a little known font mapping feature in Windows.
Another aspect is that it allows fonts to be invented which cover a
subset of a Unicode font. However not all software implements this
feature.
See:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\FontSubstitutes

You can specify the glyph by either unicode 0x163 or by an 8 bit code in
an 8 bit font. (actually code 254 in the Windows Central Europe
character set).
This is easy enough to see in OP. Open the characters window, F11,
select the Central Europe character set, and there it is. Position 254
(bottom right) with Unicode 0x163.
I've found the above interesting. I now understand a bit more than I
did. Again I've fallen victim to the Windows font substitution feature.
How I'll get around this I don't know.
One approach would be to have an option in OP to display the synthesised
fonts on the font menu. Another would be to convert to Unicode fonts and
codes in the RTF loader.
