Set the inset of the frame to 0mm (F7 inset), then set the text height
to something very small (type "xxx" select all, enter 1pt in info
palette, return).
Finally resize the frame.
Plan B, use a picture frame with a very small picture in it.
Or use an empty picture frame, but you'd need to have Ovation 1 around
to produce one of these.
These mean keeping a copy of your special frame, it is not easy to
create.
