I would like to add my voice in favour of tooltips. Most windows
applications have them, and an application that does not provide them
sticks out like a sore thumb. They are very useful, not only when you
come across an application for the first time, but also when you have
not used it for a few months, and just need to remember what buttons,
etc, do what.
I note that some applications have a status bar (usually at the bottom
of the main window), where hints can appear instead of/as well as the
tooltips (however, I have to say that I am so conditioned to tooltips,
that I forget to look at the status bar).
I agree that, once you know what you are doing, the tooltips can be a
damn nuisance, obscuring exactly what it was you want to see. In
applications I have written for windows, I usually provide a setting
to turn them off.
