Tried  with installing the upgrade twice.
One possibility is not getting the latest version of the upgrade - perhaps because of caching the old version has been downloaded again. Or it may be that the new version is being downloaded but failing to install over the previous one. 

On caching, try using a different form of the URL:

http://www.davidpilling.com/cd/DavidPilling/OvationPro/InstallOvnPro.exe

replacing .com with .net or .co.uk
The latest upgrade has file length 1644000 bytes and modified time 5 Nov 18:13, check those.
As to installation, ISTR you need to run the installer from a Vista user account with admin privileges. You could look at the OvnPro.exe file in: 

C:\Program Files\DavidPilling...
which for the latest version has length 2482176 bytes modified 5 Nov 18.08
