One answer to your question, perhaps, is provided by the different behaviour of small caps between OPW and MSWORD. In both programs small caps is an effect, I assume. But it seems that MSWORD actually changes the characters in the document, like Swap case in OPW.

If MS Word does change the characters then it would not be as good a system as OP, because in general you would not be able to remove the effect - well it depends how clever they are with applying and removing effects, but your example of copying to the clipboard illustrates the problem.

the CAPS and wants me to change everything to, e.g., Smith, J. (this time without small caps). If David's new remove>effect could reverse Swap case, then the task would be very much quicker.
Well no, you've changed the document now.

If swap case was an effect then it would work.

I've just had a look at the source code, it seems there are 8 possibilities for the case effect, so far four are used. So it would be easy to add swap case as another value.

I still thing it is a rare situation, I can see that one might have stuff in upper case that one wants lower case (or vice versa) and the existing upper and lower case settings would do the job.
